Source text - English Established in 1962, Kuwait has the oldest equity market in the region. Moreover, its stock market appears to have stabilized after a correction in February and March of this year ended a period of exceptional gains (Chart 1). The KSE general index peaked at 12,106 on February 6, up 600 percent from the level at the end of 2001. Confidence engendered by the toppling of the Iraqi regime triggered the run¬up in share prices, which was supported by rising oil prices, higher domestic liquidity and strengthened corporate performance (listed company profits nearly doubled in 2005). Local companies rushed to exploit this financing boom, with 33 new listings during 2005 (the highest number in one year since 1992), although this was insufficient to absorb the funds directed to the market.

وعلى ما يبدو فإن البورصة الكويتية قد استقرت بعد حالة الهبوط في أسعار الأسهم والسندات خلال شهري فبراير ومارس من هذا العام والتي أعقبت فترة من المكاسب الاستثنائية (جدول رقم 1) وصلت إلى قمتها مع بلوغ المؤشر العام لسوق الكويت للأوراق المالية أعلى معدلاته في السادس من فبراير عند 12.106 نقطة بارتفاع بلغ 600% عن أعلى مستوى تم تحقيقه عام 2001.
ويعود هذا التزايد المتنامي في أسعار الأسهم إلى الثقة التي خلفها إسقاط النظام العراقي إضافة إلى ارتفاع أسعار النفط وارتفاع معدلات السيولة المحلية وتنامي أداء الشركات، الأمر الذي يوضحه ارتفاع أرباح الشركات المدرجة بالبورصة إلى ما يقارب الضعف في عام 2005، وهو ما دفع الشركات إلى التسابق لاستغلال هذا الازدهار في قطاع التمويل ومن ثم بلغ عدد الشركات التي دخلت قائمة الشركات المدرجة بالبورصة خلال عام 2005 ثلاثا وثلاثين شركة وهو أعلى عدد من الشركات يتم إدراجه في البورصة الكويتية خلال عام واحد منذ عام 1992.

Source text - Arabic ثبتت عصمة دم المسلم بالكتاب والسنة وإجماع الأمة، فلا يحل لأحد أن يسفك دم مسلم أو يجني على بشرته أو عضو من أعضائه إلا إذا ارتكب من الجرائم ما يبيح ذلك منه أو يوجبه شرعا، كأن يقتل مؤمنا عمدا عدوانا، أو يزني وهو محصن، أو يترك دينه ويفارق الجماعة، أو يحارب الله ورسوله، ويسعى في الأرض فسادا، أو نحو ذلك مما أوجبت الشريعة فيه قصاصا أو حدا أو تعزيرا، قال الله تعالى: (وما كان لمؤمن أن يقتل مؤمنا إلا خطئا ومن قتل مؤمنا خطئا فتحرير رقبة مؤمنة ودية مسلمة إلى أهله إلا أن يصدقوا) إلى قوله تعالى: (ومن يقتل مؤمنا متعمدا فجزاؤه جهنم خالدا فيها وغضب الله عليه ولعنه وأعد له عذابا عظيما).
Translation - English
The prohibition of shedding the blood of a Muslim is proven by the Quran, the Sunnah (sayings, acts, or approvals reportedly attributed to the Messenger , peace be upon him) and the consensus of the Ummah. Hence, it is prohibited for anyone to shed a Muslim's blood or cause him any physical hurt unless that Muslim committed a crime that legalizes killing him or even makes it mandatory according to Sharee‘ah. The crimes that legalize shedding the blood of a Muslim include:
- Killing a Muslim intentionally without a legal reason
- Committing illegal sexual intercourse by a married person
- Reverting from Islam (apostasy) and leaving the Muslims
- Committing Hiraabah (waging war against society)
In addition to any other crime for which Sharee‘ah imposed Qisaas (law of retaliation), prescribed punishment or Discretionary punishment (which may reach to death penalty).
Allaah the Almighty Said (what means):
- {And never is it for a believer to kill a believer except by mistake. And whoever kills a believer by mistake - then the freeing of a believing slave and a compensation payment presented to the deceased's family [is required] unless they give [up their right as] charity. } [Quran 4:92]
- { But whoever kills a believer intentionally - his recompense is Hell, wherein he will abide eternally, and Allah has become angry with him and has cursed him and has prepared for him a great punishment.} [Quran 4:93]
