This is really useful, thank you! Of course, personally I would have gone with Emergency Response, per the note to my original answer. I do not wish to appear polemical but the fire service in France does indeed have training in first aid. More importantly in this instance I see no reference that the ST refers to training; I personally see it is a standard form filled in when the fire service has given first aid to a caller. (In France it is often considered more efficient in terms of promptness, to call the fire service in cases of purely medical emergencies, heart attacks etc.). Lastly, and I will try not to make any more remarks, so as not to disturb enjoyment of this lovely, sunny, 14 July, Marco's answer does appear to be a translation from the French (original report in French, translated), and for me, at least, as a native English speaker, the term chosen is not immediately resonant. Sorry - this is getting far too involved. Of course a first responder has medical training - this is what I said. As I see it, a first responder is as I quoted below, i.e. has some medical training to deal with the emergency, and is usually attached to a hospital or similar. Here it seems that the fire service is being given some training in first aid, but the term "first responder" is not really applicable here. Marco seems to have the solution, which would fit, and the reference bears it out..

Hello. I am genuinely puzzled by your comments. I lay no claim to having THE right translation for the term asked, but have made a suggestion. You object, if I understand you rightly, to the idea that a "first responder" has some medical training. Yet I see in the title which Asker is referring to, the expression "premiers soins", which implies some medical aspect. On the other hand, when I point out that a first responder is NOT necessarily a medic or paramedic , per my quote from the Wikipedia article, that does not appear to suit you either. I truly do not understand and would be grateful for any clarification.
