Die Ökobilanz wird bei den Papierherstellern ein wichtiger differenzierender Faktor. Ressourcenschonende Technologien im Bereich Rohstoffaufbereitung und Abwasserbehandlung werden neben dem Thema der Energie künftig die Industrie beherrschen.

Yes The harmony is about these two objectives. They are not mutually exclusive.

Here's my idea:

The prime objective of all paper manufacturers is to reduce manufacturing costs.

Does that work for you in conjuction with "harmony/complementarity of objectives"?

harmony of objectives / complementarity of objectives

Apparently, "Zielkomplementarität" is sometimes used as a synonym for "Zielharmony", hence my alternative suggestion.

An attempt to step back from the hypnotic effect of "Harmonie", which is tough to render, and, maybe, overly distracting.

harmony of interests

The comment of zwetschge brings me to this. "Zielkonflikt" is a conflict of interests. So a "Zielharmonie" would be the opposite, a harmony of interests. Seems to fit the context.

convergence of objectives

A late suggestion.
The way I read that paragraph, the industry sees (hopes!) two objectives are converging: namely, objective one, to reduce energy costs (production costs) and, objective two, to promote sustainability (which the paper industry is very keen on, for obvious reasons).
