"Possibility of capping notice volume in interests of fee reduction"
I can understand that the more the volume of notices is, the less will be the costs. But this is a contract, I need to put this concept in a contract terminology. Can anyone help me with the word "capping"?

Recognizing this, the federal government restricts this indirect affordable housing mortgage interest subsidy, and limits the amount of tax-exempt bonds that each individual state can issue. This restriction is called Volume Cap."
