Definition of people watching in urban dictionary http://www.urbandictionary.com/define.php?term=People Watchi...

people watching is akin to bird watching, but for people
"Mateurs" would mean it is only about watching girls. I feel that people watchers just like to watch other people. I don't think that it is possible to describe this in one or two words in French, "observateurs des gens" sounds awkward for instance. You need a sentence.

I think "chasseur de vedettes" (the term "people" is only used in France, and I personally disagree with the use of it) would match as the place is frequented by hockey players, models and other celebrities. So either you are a professional or any common individual, you can be a "chasseur de vedettes".

so what is your suggestion????? I didn't know that in Canadian French the didn't use "people" to qualifiy celebrities that are not really stars or maybe even that famous....

C'est un terme tres frequent aux US mais la traduction en francais n'est en effet pas evidente. Je pense aussi a "observateurs de foule" ou "grands observateurs".

Phrase entière : le toit-terrasse, où presque toutes les nuits résonne le bruissement des conversations des clients occupés à observer la foule / les passants en contre-bas

(if they are looking at the dancing crowd in the night club, choose "foule" or "danseurs", if they are looking at the people passing by on the street, choose "passants".
