Could it simply mean that the farmers are not used to academic discussions or written research but when they see (beobachten) what other farmers have achieved they are more likely to pick up the new ideas. The occasion when they can see this is "bei Abgaben", i.e. when farmers meet each other when delivering their produce to a coop etc. I am visualising my local wine-growers covetly looking at the kind of grapes the other farmers have on on their trailers to size up the quality of their rivals' produce.

I think “Abgabe”, here, might mean delivery/distribution - in this case of forest reproductive material (tree seedlings etc.).
