To avoid repeating "comprehensive..." You can leave out "in a comprehensive manner ": Thus, "...comprehensively manages, organizes, plans and assesses early preschool education received by children aged 3-5 years ..." PS: Your 2nd idea also works.

Integral focus/approach

In some cases, I believe we can be literal. I have come across integral approach in the field of higher education. I also think there is a slight difference between "holistic" and "integral" in that I the latter carries a connotation of completeness, whereas the former carries a connotation of vastness, i.e. a vast array of philosophies.
