This town is known as Blida in English and French and the pronunciation is probably quite close to how it would be pronounced in Algerian Arabic.
I have translated and done lots of work about Algeria in Arabic, French and English, thus I am quite familiar with its geography :-)

also Blida and Algiers are not the same place at all. Blida is a province (wilaya) of its own and the town, southwest of Algiers, is the capital of that province

Yes, Fuad it is a name of a town, i did translate before in of the Algerain birth certificates,

If you notice Fuad, there is different levels of entities, there is a city, and town and dayira (دائرة) and hence it might be a suburb or a town that is nieghboring Algiers and capital.

That is right, you may omit the El , and the remaining would be a spelling concern. It is a city, and might be spel in a different way .. in French may be.
