Oh no typo here! 'shy of' means 'from' or 'short of' etc. — though perhaps rather informal for what appears to be the register here.
We might say "a couple of inches shy of 10 feet" with the sense of "almost 10 feet, minus only a couple of inches"
Usually, when we use "shy of", it tends to suggest the smallness / insignificance of the shortfall (distance, etc.) — although here, 24 weeks sounds quite a long time; but perhaps it isn't in comparison with the overall length of the study...

Yes, in essence, they're saying that the results were promising, even before reaching the end of the study.
I personally don't think 'shy of' works terribly well in this context, since the sense here is really "and there were still 24 weeks of the study to go"

: there were still 24 weeks... to go = « on est encore à 24 semaines de... » (voir discussion). « À seulement... de... » n'a pas la même connotation.
