I could think of many ways to "fix" the Arabic, if we could only be sure of what it means. As I stated above, my answer was entirely based on the the asker's rexplanatio given in her added note. The text itself remains an enigma.

As it's said sometimes. They follow روح القانون . So what the writer means is that the crime "corresponds in spirit" with the article of the Law; meaning that maybe all the circumstances do not match, but on the overall, there's a match.
