suggestion: "state office/authority for adjudicating claims of injustice"
"ولاية" in the Muslim state, generally speaking, is like a 'state office'now, which had power, authority or capacity to perform a certain function; e.g. 'ولاية القضاء"، ولاية الحرب", usually one person was appointed for it by the Khalifah.
"ولاية المظالم" is one of these offices, which was started during the Ummayad rule by عبدالملك بن مروان Basically it's like a supreme court which had some scholars (فقهاء) together with the appointed 'judge' to see to complaints related to acts of injustice in particular. You can't really find one word to expalin the concept of 'wilayah', so it might be better in such case to transliterate the term and add in a footnote.

: Just wondering: محكمة المظالم in Saudi Arabia is known as Court of Grievances (www.saudiembassy.net/2003News/ News/MinDetail.asp?cIndex=3334 ) . Is that the same thing? Is ولاية a sort of court?

Or "the addressing of injustices". Taking ولاية as verbal noun naming an action rather than as the name of a thing (office etc.) To me at least "grievances", "complaints" etc. seem to introduce the notion of a complainant, which is not necessary (strictly speaking) in order to redress an iniquity.

Thanks. An interesting question is, at what point in the history of the language and culture did ولاية come to be thought of as a discreet "Office" (i.e.administrative unit of the State). Or: when did the office become an Office?

council for grievances
I would use council since the name does not necessarily mean a court or a tribunal, it seems more like an authority or a ministry. The word council covers different possibilities and applies to historic and modern contexts. Another alternative is "council of grievances", but "for grievances" sounds better.

Thank you Ahmed, your answer was very close , but as far as i know that Ombudsman means either the post which is ���� ������� , or the office were you can lodge your complain which is ����� ������� � . what i needed is a more like the power or the authority , it could be ministry if there were ministries at that time. a good of what i mean was given by Nancy , when she mentioned ����� ����� ( the administration of justice ).
