I need to know if this is the same as جريمة مخلة بالآداب, and whether it can, in any way, relate to professional misconduct if it refers to act perpetrated by a public employee. Is رد الإعتبار rehabilitation or restoration of good repute?

Hello Sam, given that your text is about employees in the public sector, a "breach (or violation) of public trust" would probably work best.
ما لم يكن قد رد إليه اعتباره means "for which he/they has/have not been pardoned".
Basically, in most countries, such a person cannot hold public office. I hope that helps :-)

Hello Sam, personally, I\'ve only ever translated this (in acts of law) as \"convicted of a crime involving a breach of honour\". You can also say \"breach of trust\".I only suggested adding in the word \"public\" here because of your given context, but I suppose given the extra context, that\'s redundant here - perhaps \"breach of trust\" is good enough! HTH

honour/honor smearing crimes
جريمة مخلة بالشرف covers things like theft, accepting bribes etc. and would include الجرائم المخلة بالأداب. For a public employee, yes it would include such things as embezzelment or accepting bribes. Other forms of misconduct?? Being absent without leave or discipline issues would not fall under honour smearing crimes.
