Dear Sam,
Scholars refers to علماء and the knowledgeable scholars are أهل العلم!
أهل العلم has a much wider scope than scholars. Plus, أهل الفتوى , doesn't come under the whole term of scholars!

If your text was a religious one (which I'm guessing it is not), then the correct translation (i.e. the one most used by English speakers) would be a literal "people of knowledge and fiqh(Islamic jurisprudence)".
I think "(religious) scholars" will do here.

experts and muftis

أهل العلم = أهلم العلم بالشيء أي من هم على دراية بتلك الأمور experts
person skilled in a particular area

أهل الفتوى = الذين لديهم قدرة على الإدلاء بفتاوى = mufti

Clergy and Clerical Decision makers

I am afraid sam there is no equivalent in English for this term. However, 'al-alm' neither denote science nor knowledge. It means knowledge (in depth) in the Islamic religion and, hence, the power of making decisions or legislations based upon the interpretation of the texts of the Quran and prophet Mohammad's saying and deeds (sunna).
