I am currently working on a small translation for a supplier of central heating systems, and am struggling with the above term.
There is very little context unfortunately:
"Als bijlage zenden wij u bijgaand een copie uit een aktiekrant van een van de [...] groothandelaren, de inhoud spreekt voor zich"
All suggestions welcome - KudoZ points will be awarded within 72 hours.
Many thanks,
Pikey

Sounds to me as if the supplier is quite proud of comments on his kit made in a wholesaler's promotional blurb.
4 KudoZ points awarded for this answer.
Comment: "This is the exact translation the client was looking for. Many thanks to everyone for their suggestions."

Explanation
In Dutch, "actiekrant" refers to a promotional leaflet or brochure containing special deals. The reduced prices will only be valid for a limited period of time. E.g. the wholesale company Makro issues new leaflets every fortnight (food, non-food and specials), which are sent out to all customers that have spent a certain amount of money in the previous year. The regular food and non-food leaflets are usually stapled booklets, while the specials (e.g. electronics, computer) are normally larger and consist of only a few sheets that are folded, much like a newspaper.

action newsletter
I write these regularly in my job. They contain news about special events coming up, reminders of deadlines, etc.
In this case it could be news about sales and promotions, new products, etc.
