这家公司提供的显然是“媒体公关”和“公关顾问”服务，因此他们提出的是“解决方案”：“垂直”媒体公关渠道的“方案”。他们要卖给客户的是“垂直方案”，而客户自己决定要做的才是“计划”。

字典上有许多programme (program)的译法，但脱离实例往往牛头不对马嘴。以下举例说明它的常见用法：

关于这个clinical trial的结论是：
It is concluded that the educational programme led to a significant improvement in asthma morbidity and that the implantation of educational programmes is possible for special populations when these programmes are adapted to the socioeconomic profile of the patients, with a significant gain in terms of the reduction of symptoms and improved pulmonary function and quality of life of asthmatics.

显然educational programme不能翻译为“教育计划”，而是“教育办法”、“教育方案”或“教程”。这篇文章写的是哮喘症患者经过educational programme for socially deprived asthma patients教程后所得到的个人健康方面及社会生活方面的改善。

比较具体说，所有的programme(s)都是“行动程序”，所以programming称为“编程”、“安排节目”而不称为“编计划”，前者看来像是“计划”但“编计划”另有planning一词可用，一般不会使用programming或programme来表示“计划”项目的。一个Programme勾画出的大多只是大纲，不是全部的细节，因此在政策立法上称为“办法”，也就是一种规划“行动程序”的“方针”，怎说都不成为“计划”；一个“办法”的“施行细则”才会是“计划”，所以我说提出服务的商家卖的是“方案”，接受服务的商家所决定施行的内容才是“计划”。

对于“方案”、“办法”、“计划”等词的理解，也许全球各地说华语的人有不同的理解，不过上述的理解是一般政府和私人机构使用programme和plan/planning这两个词的正统理解，当然也容许把programme视为“计划”的理解。错误的词多用几次，错的也会变成对的，“质量”也变成了“品质”，人们用得也不再别扭了。

另外：“方案”也可以理解为包含“行动”的“计划”，那就不只是“计划”而已，而是具有“行动指导功能”的“计划”。

Frank对vertical的解释，在所有产业里都是惯常的理解。比方说，vertical integration和horizontal integration的用法就明显分开产业的“垂直关联性”和“并行(水平)关联性”。前者指的是“上中下游产业的集成”，后者指的是“相关并行供货产业的集成”。
