dotatečně mě napadlo "vrchní důstojník štábu". Také je možné, že slovo "primary" se vztahuje ke slovu "staff". V tom případě by šlo o důstojníka vrchního štábu, ale nezdá se mi to pravděpodobné. Spíše jde opravdu o vyšší důstojníky vzhledem ke kontextu.
