"Arnaqueurs" and "brigands" are both tricksters and conmen. Little gangsters, not real gangsters. They are dishonest and will do any petty crime to make a few dirty bucks. (You would, however, not use these words to describe people ready to do serious crimes like child abduction, rape or murder.)

Un hustler est rarement utilisé dans le sens d arnaquer mais plutôt comme un homme qui va de travail en travail, qui « rame », en argot d’aujourd’hui, et selon le contexte, on pourrait même dire « un galérien ».

A hustler is also _eventually_someone who goes "de petits boulots en petits boulots" from one small job to another. A "galérien" refers to the galley shipshape and is, in contemporary urban slang a person who struggles to get by.

pour ma part un hustler n'implique absolument pas la malhonnêteté, mais plutôt quelqu'un qui a du mal à réussir et _comme le disait une autre intervenante je crois_ passe d'un projet à un autre, avec un coté entrepreunarial mais vélleitaire.

'Hustler' is a tricky word that gave me a lot of trouble while working on a novel translation a while ago. I ended up translating it as 'jeune loup' or 'personne prête à toutes les extrêmités'. In some contexts it could also refer to 'un gigolo', 'une prostituée'. Do you have a little more context? What 'community' are we talking about here? Here are a few notes I took at the time. Hope they help:
In general, I would think of this person as sort of a freelancer who mostly does illegal things like pimping prostitutes or selling drugs.
That's changed lately to include anyone who's a smart (especially street-smart), hardworking entrepreneur.
The definition of a hustler is a person who is aggressively hard-working who knows how to get around problems, or a person who makes money by doing something dishonest.
A person who will stop at nothing to get what he wants and who has aggressively trying to get it is an example of a hustler.
A person who pretends to be bad at pool to get people to bet him in a game and make money is an example of a hustler.
A streetwalker or prostitute who tries to entice people to sleep with her for money is an example of a hustler.
