What does "the population" refer to?

Thank you very much for your help. I am not sure what the population indicate "cats(or dogs)" , "cells or tissues of a cat(or dog)", or others in this text. Reading the second reference, ”個体群” may indicate all of them. Which of them is proper to imagine when we read the text? |
