If metal parts or other goods shall be included in the articles ordered and thereby be supplied by the Buyer, these details shall be delivered free to the Seller’s factory in the quantities and at the times stated by the Seller.

Such details shall be delivered with a 10 % excess quantity in order to compensate for cassation.

Casse по-французски "поломка/повреждение/разрушение". Cassage = разбивание, раздробление. По контексту и смыслу, вроде, подходит: "Такие детали поставляются с 10% запасом на отбраковку (поврежденных/негодных/пришедших в негодность)".
