често се израз secondment јавља са изразом attachment, а претпостављам да су из војне терминологије позајмљени ови термини. Суштина је у размени али је тешко у српском разграничти ове појмове адекватним терминима.

These Rules are applicable to national experts seconded to the Commission, hereinafter referred to as Seconded National Experts (“SNEs”), by a national, regional or local public authority. They also apply to experts on secondment from an international civil service as well as to those from the private sector and the non-profit making or voluntary sector.
