While the definition that came with "deadweight effect" fitted the context perfectly, I don't like the association of "deadweight" as something that pulls you down. In this text, I think it is mainly a question of perspective. "Free-rider effect" expresses both the advantage the enterprise gets out of it and the negative connotation it has for the donor. That's why I like it best of all the given alternatives. Thanks to everybody for all your help!"

displacement or deadweight effect

This is about situations where an investment would happen anyway regardless of a subsidy. The subsidy in terms of public policy benefits is therefore a waste.

From your context, this may approach what you want. If the government is going to give you money for something that you would have done anyway, then that is a windfall.
