man spricht ja auch von process execution... implementation hat für mich mit Hintergrund Softwarebranche andere Konnotationen und deswegen würde ich executor vorziehen.
wird natürlich auch in anderen Kontexten wie executor of a will verwendet, was für mich ein weitere Pluspunkt für diese Version ist.

Considering Phil's input, maybe there's a way to soften this up a little bit while preserving the contrast between the different skills sets:
"Thus, we have a distinction between employees who have decision-making authority and employees who only carry out those decisions. What is discussed here is not the position (manager vs. assistant), but the role in a process. The same person can be a follower (of orders/directions) in one process and a decision maker in another process."

: executioner would be overkill in the true meaning of the word... LOL, but I think oder taker is too simplistic, it will not be that the order giver will give exact orders like to a laborer... there is likely some leeway in the execution....

I get your point but there's no need to address such nuances here. This is just a basic comparison between assignments that require decision-making skills and those that only require following directions/carrying out orders

But it's more to the point than 'implementer'. The only less emotive alternative i see is "decider versus follower"

I believe you could substitute "Ausführender" with "Handelnder" = "agent" and in this case I would suggest agent as a nicer solution than "implementer". they both mean the same but I believe agent is the better option here.
