In a report on the cigarette industry in Kudus, the following sentence appears: "Jumlah produksi SKT sendiri untuk tahun 2009 terproduksi 17.802.238.888 batang rokok dengan Jumlah NPPCR sebesar Rp. 2.303.984.490.474, Tahun 2008 sejumlah 18.518.147.214 batang rokok dengan Jumlah NPPCR sebesar Rp. 2.123.644.846.944, dan Tahun 2007 sejumlah 19.869.921.600 batang rokok dengan Jumlah NPPCR sebesar Rp. 2.187.457.622.893."

I assume the 'C' is 'cukai' and the 'R' is 'rokok'. Please expand the acronym for me and provide the English equivalent.

Nilai Cukai The 'N' stands for 'Nilai' and the 'C' stands for 'Cukai'. With the 'R' standing for 'Rokok', it's the 'PP' that I'm uncertain about. Perhaps it is 'Pajak Penghasilan'. So, NPPCR would stand for 'Nilai Pajak Penghasilan Cukai Rokok'. Benar atau tidak?

Bentuk pita cukai itu sebenarnya lebih mirip stiker daripada pita. Entah kenapa disebut dengan pita.

Mungkin dulunya memang berbentuk pita, atau menyadur dari bahasa Inggris excise band.

Dalam referensi, terlihat alasan mengapa lebih baik menggunakan band daripada stamp. Stamp digunakan oleh produser untuk mengecap rokok tak terjual.

The new regulation stipulates that producers and retailers are allowed to pass expenses relating to the new excise bands on to their customers. Tobacco products with excise bands from last year must be sold out by 30 June 2009. Producers would, previously,have had to stamp the unsold cigarettes with a PLN 1.3 (€0.29) legalisation band and bear the cost of the new bands.

NPPCR: Nilai Pembelian Pita Cukai Rokok.
Unfortunately, this abbreviation is not widely used by relevant parties.
Although it is possible that NPPCR stands for "Nilai Penggunaan Pita Cukai Rokok", I tend to choose "Nilai Pembelian Pita Cukai Rokok" because it makes sense.
Then, I suggest that the English equivalent for NPPCR is "the (total) purchase of cigarette excise tapes".

Nilai pembelian pita cukai rokok oleh perusahaan rokok nasional pada bulan November 2003 turun 5,2% YoY menjadi Rp1,28 triliun.

I think you are correct, except that in English we tend to refer to 'tax stamps', rather than 'tax tapes'. Unless someone comes up with a better suggestion, I will translate NPPCR as 'value of cigarette excise stamps purchased' or something along those lines. Thank you so much for your help with this.
