Don't think so. I think it would be dangerous to assume anything other than what is said. It is quite possible that some sort of foundation work was done, as is common in universities here and I think Joseph's answer is the correct one.

Perhaps it can be extended to mean "mentor" even during later studies.

more thoughts on this... I agree with Joseph about the form and about the meaning. But is it not quite strange to have a signature of such an instructor on a diploma of a well-known European university - right next to the Dean's signature and the Rector's and the Registrar's. Clearly, there was one more than such an instructor in the courses that lead to a Bachelor of Law (or a Juris Doctor, really) degree. I find it rather peculiar, don't you?

The correct form is 'propaedeuticus' (> 'propaedeia', 'preparatory education').

Propaedeuticus, as rendered above, certainly seems to suit the context, although I cannot find an instance of it used of an academic administrator. My suspicion is that it is here a synonym for Promotor, which title Wikipaedia defines thusç

Promotor (Dutch, Belgian, or German academia), a full professor of a Dutch, Flanders, or German university who formally promotes a PhD candidate to doctor, and is (formally) the principal supervisor during the doctoral research.
