second academic honors

It might be "second academic honors" like in Yale diploma
"The President and Fellows of Yale University in New Haven in the State of Connecticut send solemn greetings to all to whom this document shall come. We, the President and Fellows of this University, admit _____________________ a candidate for *________ academic honors, to the degree of _____________ and we confer upon him/her all rights, privileges and insignia pertaining to the honor."
where
*Bachelor’s degree = first academic honors
Master’s degree = second academic honors
Doctor’s degree = highest academic honors

Mention "Passable"

If you do not pass with drums beating and colours flying, it may mean you just got fair marks: Enough to pass but no better.
That's what "Mention Passable" means on a French diploma...

But doesn't really prove anything IMO. If this is a Yale certificate, why not ask them?
