(approved) canons of behaviour
whenever the term "politics" in any of its permutations is used, it implies power, that is, a certain egree of imposition. That's why I added "approved" and used "canons", rather than "code" for both imply imposition more than "code"/"convention". Codes and conventions may evolve in the civil society by tacit consent of the population. Поведенческая политика implies some sort of a more or less forceful imposition.
It would be legitimate (albeit perhaps a bit too long and wooden) to use "the policy towards conduct" / "politically subsidized conduct"
