Another thought: as far as I understand, the key feature of the Khrushchovki was that they were quickly & cheaply built so you might want to say something like "sub-standard apartment blocks that have been thrown up on the cheap"

Both the answers below (Khrushchev-era apartment blocks and no-frills housing) are good, but depending on the context, you might want to say "sub-standard apartment blocks" if the emphasis is on their poor quality (you use the word 'slums').

impossible to translate literally
