I do appreciate everybody's participation and the efforts in atteching the links and explanations. I've consulted Mustytran and google and am still hesitant.. In my humbliest opinion, 'fleecing' relates to gambles and dirty bizes, pillaging refers the meaning to the severe rules of the state of war. I'm not in any way stating that MT is the 'top authority' and am not inclined to 100% rely on it, but... it gives 'deriban' as 'carve up'. You know, the the fragment is talking about association of vested interests and state power aimed at illegal or undercover post-privatization.. The objects being state enterprises, forests, vast land plots, industries (whole branches)...

agree DTSM : A "carve-up" is what actually follows the acts of looting, sacking, plundering, despoiling and pillaging. Am I wrong?

neutral Michael Korovkin : "What a" is an attribute of wonder/admiration, etc. = “ну и“. “Ну а“ is a different kettle of fish = "and as far as". "Carve up" ain't bad though.
