Oxford Russian Dictionary is clear that аттесационная коммиссия is an examination board, and the google hits for attestation all have a Russian air about them! I can't see an English title using "expert" and "subgroup" or "subcommittee" seems more likely than commission.

Thanks, Vladimir! I'm trying to get away from "higher" and "expert". "expert" is superfluous in English, and "higher" is not used in this context.

вообще, я встречала еще Higher Attestation Comission, но, по-моему, термин "committee" более корректен.

Спасибо, Дмитрий! По-моему, эти "экспертные комиссии" стали называться впоследствии "экспертными советами". А за ссылку - особо :) Меня, помню, устно пытали на выборочной проверке, под которую попал, но потом эксперты сказали - да!

Господа, а почему, собственно, Attestation? Все-таки в русском языке под "аттестацией" понимается несколько иное, разве нет? Здесь скорее evaluating или qualifying...

: ...of the High Qualification Commission: A commission feels like a more permanent body than a committee, although there are examples to the contrary. In any case "Expert Review Board" is perfect
