Not really sure but may be it has nothing to do with the system (семилетка/десятилетка) and the quantity of years, but just a number? Because i worked in orphanages and that's how they divide kids there - into groups and these groups have numbers. Kinda like a kindergarden...:)

In the books by Makarenko devoted to the same period (1925-1938) you may find the term "группа" related to "grade"...

This is not the 4th year or 4th grade of something. This is the 4th group among the same-year grade groups. At school this is like 1-й А класс, 1-й Б класс и т. д. In the university the “grade” is called кyрс and there are groups (грyппа) within the same кyрс: e. g. грyппа АГ 31, АГ 32 means groups 1 and 2 of the 3rd year. (АГ is the abbreviation of the profession and specialty).

"From 1918 until 1934, elementary and secondary education was organized on the basis of groups (gruppy) that corresponded to the degree of a pupil's preparation rather than age. A resolution of the TsK of the VKP(b) and SNK of 15 May 1934 "On the Structure of the Elementary and Secondary School in the USSR" restored grades (klassy).
