Network form is when member organizations participate in the project with equal rights as opposed to the hierarchical relationship.
"the education program implementation" can be replaced with "the implementation of the education programs", but the former is more concise and easier to read.

P.S. Я думаю, что "сетевая форма" это не придумка. (Может слово позаимствованно из английского, а может и наоборот. Кто знает.) Это означает, что организации, которые учавствуют в реализации образовательных программ, выполняют свою работу на равноценных правах и обязанностях. Отсутствует подчиненность между организациями.

"the education program implementation" can be replaced with "the implementation of the education programs", but the former is more concise and easier to read.

Суть достаточно проста. У вендоров — например, Cisco и Microsoft, есть две формы обучения — очное, с инструктором, и электронное, которое, по сути, является самостоятельным.
