workplace safety training course.

Maybe just "workplace safety training", but I think "training course" is closer to the sense of the original and a more likely form of wording in English..

I think so. "workplace safety instruction" would have done if it weren't followed by "in accordance with the instructions". But "course" can be omitted if you prefer.
Note from asker:
Thank you, Jack! Can we say "course" even if, as I assume, this "course" may be rather short - say half an hour?
in this case I can translate "в соответствии с инструкцией" as "in accordance with the regulation"

Thank you.
agree Nicholas Krivenko : That and nothing else: especially no briefings ("indoctrination") is possible, but not as commonly used in the UK as it is in the US and not too commonly there too. This is either "training", "training course", or "training instruction".

I think "briefing" is more appropriate here
Peer comment(s):

agree David Knowles : On-site safety briefing? "workplace" is OK, but "on-site" seems more natural. Agree about "briefing"

Thank you, David!
neutral Nicholas Krivenko : @ David: I interpret these courses and they are often called "workplace safety training", which is offered "onsite"/"in-house" or at some other location. Thus, on-site is where this training is given.

Well, Nicholas, what do you mean by "these courses" or "workplace safety training"?
agree UT4UT : In HSE it called as Serhiy has written, key words safety briefing, you can go with pre-work or site but safety briefing is the only right translation

Thank you! I just wonder why this brief instruction should be called "course" or "training" :(
agree elenaluke (X) : "safety-at-work briefing", definitely not "training course", since it does not result in developing new skills...

Thank you!
agree Igor Blinov : 'briefing' of course

workplace safety indoctrination

это не курс, а краткое ц.у.
Peer comment(s):

neutral Olga Cartlidge : The word ''indoctrination'' has strong pejorative overtones (e.g. religious/political/ideological indoctrination). // This will be obviously US usage only. I ll have to look into this and get back to you later, Sasha.

Ольга, я думал точно также пока судьба не привела меня в отдел ES&H американской компании :-))
