development of marine bioresources
Обычно, освоение звучит так.

Alexander Demyanov
: 1.Something that "обычно звучит так" would return at least a couple dozen English-language hits in Google, whouldn't it? 2. "Development" is just a wrong meaning. There's too little space here. If you care, please see the note in my own answer space.

The above is not a link supporting my suggestion in the best possible way. Thanks to Michael for pointing that out.
Here is a better quote:
Diversified fishing is necessary to allow the efficient exploitation of seasonal fisheries; it can add to fishermen's security and it may facilitate the adjustment of effort in individual fisheries if required.

(This is mostly for Michael, as there's to little space in the grading comment field).
Why "development" would be wrong here.
It's true that "development" means "освоение" in many industrial/commercial contexts. But, as Bingo Little would say, reflect, consider: when you dig a mine, this is a "development" of the mountain; when you build a residential division at the expense of cutting trees in some wooded area, you are, again, "developing" the land. And so forth. Not only you USE the natural resource but you also create something or facilitate some improvements.
Neither industrial fishing, nor harvesting of marine life constitute any "development".

Then why not use "utilization", as in:
Utilization of marine resources in developing coastal states: A cooperative international marine affairs program

Note from asker:
Alexander, great comment on "development", thank you ! My problem, however, is small - to find a match for this particular CONTRACT NAME. Exploitation will not go because you know how it sounds to businessmen who pay for translations. But I agree with you in the essence of this. |

Michael Tovbin
: exploitation (в том числе в Вашем примере) - эксплуатация в отрицательном смысле. См. http://mw1.merriam-webster.com/dictionary/exploitation Read Webster examples on exploit more carefully.

1. You are right about the example, thank you. 2. You are wrong in general. The primary meaning is just "to make productive use". 3. I failed to read my link carefully enough. You seem to have failed to read yours.
