Could it be derived from "pro-rata"?
In other words - allocates, distributes the duties, functions and responsibilities according to some criteria.

: I tend to think, it's from ротировать, but your alternative versions may be OK for that case as well, who knows (the difference betw. "rotate" and "allocates, distributes" may be too slight)
