Can anyone suggest a natural and meaningful translation for this? A colleague is talking about his boss (within an operational department of a company).

Could it be derived from "pro-rata"?

In other words - allocates, distributes the duties, functions and responsibilities according to some criteria.

Thanks, it's certainly an option, though I'm not sure that to rotate and allocate are the same thing.

neutral Vitali Stanisheuski : I tend to think, it's from ротировать, but your alternative versions may be OK for that case as well, who knows (the difference betw. "rotate" and "allocates, distributes" may be too slight)
