I think this is related to legal competence, to the fact that he knew what he was doing and what was being done in his name.

the word "fully" in this context implies "legally", and to my mind "legal awareness" and "legal competence" are synonymous.

I think I know what it means, namely that he, if anyone, should know the truth about the matter in view of his history of involvement with it. But "competently" won't do. I suggest: ...from Adolf Eichmann, who, being fully qualified to know, considered that 6,000,000 Jews had been killed.

Maybe, "quite educated..." or "rather educated...", to convey the whiff of sarcasm I read in your original.
