Jack has put me right on this one with an excellent reference.
I\'m still not happy about \"accounting chamber\". The UK has a National Audit Office, and the US has Auditor Generals. So I\'d suggest \"Office of the Auditor General\", or \"Audit Office\".
I was originally worried about \"Chamber\" as being an unnatural word to use in English, and now in addition I think that the translation has to include the word \"audit\" rather than \"accounting\".

: Suruely the Министерство финансов Российской Федерации is a closer equivalent to the Treasury. The accounts chamber seems to fulfil more of an auditing function. See www.ach.gov.ru/

В общем, этот орган контролирует исполнение либо федерального, либо местного бюджета и пр., осуществляя гос. финансовый контроль.
Есть даже на крупных фирмах "счетная палата", занимающаяся контролем бюджетных средств. Напр.,"He was appointed comptroller of Chevron International in 1971, comptroller of Chevron Chemical in 1973".
