: если вдуматься, то все посетители - граждане, обращающиеся по личным вопросам, поэтому обычно пишут просто reception hours

: Consider this, however. If it's a government institution, "for the public" is ok. But if it's a diplomatic mission, then they really do mean "citizens", as opposed to visa issues, etc.
