A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Constituent entities vs. subjects I tend to use 'constituent entities' following the RF Constitution text in English at the RF President's official web portal:

The Federal Structure

Article 65

1. The Russian Federation shall be composed of the following constituent entities of the Russian Federation:...

Possessive Apostrophes They really don't sit well in formal titles, and I'm not very keen on "RF constituent entities" either, although I did think of it, and would accept it here. I also wondered about "functions" to remove a definite article, leaving us with:

Federal regulation of supervisory functions of legislative bodies of RF constituent entities

I think I'll stop there...

Agree that supervisory is definetely better and... what about:

Federal regulation of the supervisory function of the RF consituent entities' legislative bodies

--> to get rid of two 'of's, AND
--> to have another discussion at KudoZ when this text will be reverse-translated by somebody :-))

I know it's got four "of"s, but part of the problem is the awkward translation of субъект РФ, which is almost inevitable. I definitely think "supervisory" is better than "supervising".

agree Jack Doughty : Your first version. Could be "of" instead of "in regard to", though I understand why you wish to avoid using "of" so much. But that would be better than your second version.

Federal regulation of oversight exercised by legislative (representative) bodies

This version dispenses with "level" and "function" because those concepts are so very strongly implicit as to be subsumed:

"Federal regulation of oversight exercised by legislative (representative) bodies of constituent territories of the RF"

The combination "oversight exercised by" is rather common. It serves to avoid the ambiguity arising if one stays with "of", having eliminated "function"; in addition, "exercised by" actually does express the concept that this activity is a function they perform. Example from the IAEA:
"The degree of oversight exercised by regulatory bodies with regard to full scope simulator activities varies, and it would therefore be of benefit to regulators to discuss their various approaches."
