Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

: Your first version. Could be "of" instead of "in regard to", though I understand why you wish to avoid using "of" so much. But that would be better than your second version.

"Federal regulation of oversight exercised by legislative (representative) bodies of constituent territories of the RF"
The combination "oversight exercised by" is rather common. It serves to avoid the ambiguity arising if one stays with "of", having eliminated "function"; in addition, "exercised by" actually does express the concept that this activity is a function they perform. Example from the IAEA:
"The degree of oversight exercised by regulatory bodies with regard to full scope simulator activities varies, and it would therefore be of benefit to regulators to discuss their various approaches."

I know it's got four "of"s, but part of the problem is the awkward translation of субъект РФ, which is almost inevitable. I definitely think "supervisory" is better than "supervising".
