I agree with the Misha "Gerrymandering" is familiar to Americans, but it's a peculiarly American term,I think. See this Wikipedia article: https://en.m.wikipedia.org/wiki/Gerrymandering.

In the US, this is called gerrymandering - manipulating the borders of electoral districts to benefit one candidate or party or other. It is as well known a term as it is reviled and vilified. Whether it would be understood outside the US is a different matter altogether. I am none the wiser.

there is no direct translation of this term and, since its meaning is fully explained in the same sentence, it would make sense to omit it altogether (besides translating the term can actually make the sentence more confusing)
Example sentence:

electoral districts would be divided so that cities and more loyal rural areas are often included in one segment...

Okay then, if no one else is going to suggest it, I will.

You're right that this is exactly what it is! But I didn't use it as I felt that the Russian term doesn't (yet?) have the same negative connotations as the English.
