The meaning of the entire phrase is approximately "I didn't get discharged until December 1945, and even then only due to petitions by the studio." ("и то" means it wouldn't have happened otherwise)

Army is a self-sufficient entity, anything of civilian simply does not interest them, that would be stupid to think that they ever wanted anything on paper received from the world which does not belong to them.Yet, the Army comply with the law and are responsible themselves for providing recomendation letters for the reason of imployment.On the other hand, say, Hollywood, they check their staff continually, from building managers to the last cleaner.Similar cult ( yes, that is a cult and belongs to National culture) as in US, say, is in Israel, where GOOD REPUTATION is valued greater than money. For many it costs, of course. I think, that the boy went panicky because he did not feel that it was just to check and recheck him again and again. He could have a screwy manager and the Army were very relactant to give yet another recomendation.
