Also commonly referred to in the US as liability coverage or minimum liability since most drivers stick to state-mandated minimum allowed coverage limits (yours truly here does). Translating this as "car insurance" is incorrect, technically speaking, since what we call a comprehensive policy covers a number of risks, of which liability coverage - what the Russians call OSAGO in their parlance - is only one; other commonly insured risks are damage, fire and theft, uninsured motorist and the so called no-fault (the part that covers medical costs after accidents - up to a certain level; in most US states this is also mandatory). Each and every one of those coverages, jointly or severally, is "car insurance", so you need to be more specific here and use the word "liability coverage" in one way or another.

The idea is that you insure your liability in case of a car accident happens and you are responsible for it.
And yes, it is Обязательное страхование автогражданской ответственности or ОСАГО.

: This is incorrect, technically speaking. Please see my answer for an explanation. "Third party" here is also redundant since any insurance by definition, unless it is self-insurance, is "third party" by definition.
