The Examination Board is of opinion that in the form submitted, the combination of features does not fully reflect the essence of the method because it is evident that the precisely targeted introduction of the flowable medium into the annular space between the envelope and the inner side of the cable sheath is not possible without that the interior of the cable core at the proximal cable end is closed pressure-sealed.
but I am going to change "substance" for "subject matter" or "essence", what do you think about that ?
