Вскрывают не шахту, а шахтное поле, пласт или горизонт
Квершлаг не имеет выхода на поверхность, поэтому термин opening up (вскрытие) тут не очень подходит, хотя тоже используется иногда, но чаще его используют, когда речь идет о стволах, т.е. выработках, имеющих выход на поверхность. Так что лучше употребить более общий термин development
