In British English "some bloke from Civvy Street with the ability to pull strings" would do nicely. I found Vladimir Bragilevsky's notes very useful."

"Jackets" are civilians, those who did not wear military uniform, not from the military. "Блатной" here is not any "person employed through his aquaintance", it is derived from "блат" - by assosiation. with the governmennt, governmental position.
