It IS idiomatic! Just google it! "Tax-clearance cert." is a standard thing. I don't understand the comment in the Discussion (from which I'm banned for being a bad boyscout... )

Thanks for your caution! No, of course, it’s not, but I had other things to balance and factor in. For one thing, my Ukrainian customer, who would be expecting something close to a word-for-word translation. I’d have a hard time selling them your version or Michael’s.
