It really depends on text,I guess.
It seems to me, that "universal" more close to "подходящий в любом(во всех)случае/решение,одежда/
But if you want to use "всеобъемлющий, всеохватывающий", it can be also the choice.

Если существительное- то я не вижу иной альтернативы, кроме general

Нашла перевод - \"всеобъемлющее\" - но тоже, к сожалению, в качестве прилагательного ( я надеялась, что в области теологии возможен вариант существительного)
