This is the name of an office in Russian communities, but I am not familiar with the status of the office, if it is a government office or it is like a tenants' association. I would appreciate any help in this area.

Dear Ruslingua, you are right, the asker has given a link to the article in another question, and it does say "контора ЖКХ". In different municipalities these offices go under different names. For the purpose of this particular article I would put "local housing office", as suggested by Joe Bayerl. It deals with maintenance and resident registration (прописка): you would go there to get your official proof of address, register a new resident, etc.

: "Local housing office" does not seem to encompass fully the concept you describe. The vernacular is more desciptive, so I think a more descriptive translation is called for here.

Housing maintenance and utilities board
From the Multitran (Lavrov) entry, but I think this is the same thing that is commonly referred to as the "[local] housing maintenance office" -- part of the municipal administration.

With the addition of \'kontura,\' I would say a sufficiently descriptive translation would be \'housing and municipal services office\'. \'Housing services\' would refer to the \'proof of address, registration of resident\' aspect and \'municipal services\' would encompass the \'maintenance and utilities\' aspect.
