It's something of an educated guess at this point:)
It is intended that the new FOTS will be the major backbone network in Russia, operating as a part of "Viking" project realized by Telia, who envisage the creation of a worldwide telecommunication network. As a result of BCS construction, Rostelecom will be permitted to transmit international traffic from Russia to Europe and the USA, international traffic from Baltic countries to Europe and Russia, and international transit traffic from Eastern and Western Europe, the USA and Scandinavian countries through Russia to Asian countries.
