Self-paced means that you can follow this course at your own pace.
It is a well-documented course which consists out of chapters. Once paid you will have access to those online chapters and to the links provided. You can then read a chapter, leave off and continue at a later moment.

I really don't know whether ATA credits are given for Proz.com courses.
The best thing you can do is to ask the ATA in this case. I hope you will share their answer on this forum!
