If you mean OCR from a scanned document then I fear you are out of luck. You'll need a package that supports Japanese and that is supported by your system.
If you mean a proper "text" PDF, then Preview should be enough, if you use OSX. Also Acrobat Reader has a "Save to text" function if I remember well. It worked with Japanese the last time I tried it.
